Introduction

JSPL is an industrial powerhouse with a dominant presence in steel, power, mining and infrastructure sectors. Jindal, the company produces economical and efficient steel and power through backward and forward integration. JSPL’s business operations span across the states of Chhattisgarh, Odisha and Jharkhand in India, where it operates some of India’s most advanced steel manufacturing and power generation capacities of global scale. JSPL, Chandigarh manufactures and sells sponge iron, mild steel slabs, ferro chrome, iron ore, mild steel, structural, hot rolled plates and coils and coal-based sponge iron plant. The company produces steel and power through backward integration from its own captive coal and iron-ore mines.[i]

The environment management department looks after all the activities related to the environment during the entire project life. Major activities pertain to:

  •  Assess new projects and determine their impact on the environment.
  •  Design a comprehensive environmental management plan.
  •  Obtain all clearances in matters of environmental.
  •  Constant monitoring of emissions/discharges and their control.
  •  Ensure compliance with all environmental standards.
  •  Increasing awareness among the workforce for safeguarding the environment.
  •  Increasing and protecting the green cover within the premises.
  •  Keeping plant areas clean through mechanized housekeeping initiatives.
  •  Up-gradation and retrofitting of pollution control systems.
  •  Resources conservation.
  •  Monitoring of environmental parameters.
  •  On-line database management.

 

Media coverage

Recent media coverage says that Jindal Steel and Power limited has hit production of capacity 1.6 MTPA (million tonnes per annum).


Protests and Related issues[ii]

In 1989 the Jindal’s enter Raigarh with a lot of public expectations and support, and establish a steel strip factory in 1995.

The tribal communities in Raigarh and the Kelo Bachao Sangharsh Samiti [1] argue that there is not enough water in the Kelo river to fulfil the needs of Raigarh town, the downstream villages and JSPL. In support they site minutes of meetings of water authorities and their letter denying JSPL the right to take water from the kelo river. In response to this, JSPL and GoC argue that there is enough water and that the needs of the inhabitants have been properly taken into consideration before granting JSPL permission. 

An expert team constituted by Ekta Parishad, a national mass-based movement fighting for rights of tribals, Dalits and women concluded:   

The induction of the intake well and stop dam by JSPL Ltd has different impact on various ecological regions, in the plains village, the villages adjacent to hills and forest and the upstream village. The most adverse impact is on various sources of livelihood in the villages. Access to water from kelo river for agriculture, drinking water, cattle requirements and fishing has been seriously hampered in these villages after the induction of the intake ell and stop dam. It has severely affected the livelihood.

The Chhattisgarh Chief Minister instructed the officials that none of the expansion plans of JSPL’s could be approved until it undertook proper pollution control measures.

[1] The Khelo Bachao Sangharsh Samiti was constituted in 1996-97 by some of the leading activists of Raigarh in order to protect and preserve the Khelo river, asserting people’s rights to natural resources.
